论坛成果评审机制Forum Achievement Review Mechanism
HTFF的"技术评审专场"是论坛的核心机制之一，承担协会的成果评审职能。每一份提交的技术成果都将经历专家匿名评审的全流程，评审结论将计入CTRIT的成果评价数据库，并作为后续课题立项、专家聘任、产业对接的重要依据。The HTFF technology review session is one of the forum core mechanisms and carries the association achievement review function. Every submitted technological achievement goes through the full process of anonymous expert review. Review conclusions are included in the CTRIT achievement evaluation database and serve as an important basis for subsequent project approval, expert appointment, and industrial matchmaking.
成果评审与HTIEA奖项评审是两套不同的体系：Achievement review and HTIEA award review are two different systems:
成果评审的结果不评先后名次，而是给出"优秀、合格、需整改、不合格"四个评价等级，并附详细的专家评议意见。Achievement review does not rank winners, but gives four evaluation grades: Excellent, Qualified, Requires Rectification, and Unqualified, along with detailed expert comments.
CTRIT在研课题的中期成果与结题成果。Mid-term outcomes and final outcomes of ongoing CTRIT projects.
协会会员的非课题原创技术成果。Original non-project technological achievements by association members.
经会员推荐的合作机构成果。Achievements from partner institutions recommended by members.
国际合作机构提交的跨境合作成果。Cross-border cooperation achievements submitted by international partner institutions.
每年12月开放下一届论坛的成果评审申请通道，截止时间为次年1月底。The achievement review application channel for the next forum opens every December, with the deadline at the end of January of the following year.
运营中心组织形式审查，核对申请人资格、材料完整性。The Operations Center organizes formal review to verify applicant qualifications and material completeness.
学术评审委员会根据成果领域分配评审专家组，每组3-5人。专家与申请人执行严格的回避制度。The Academic Review Committee assigns expert review groups according to achievement fields, with 3 to 5 experts in each group. Experts and applicants follow a strict recusal system.
评审专家对成果材料进行书面评审，提交独立评分与意见。Review experts conduct written review of achievement materials and submit independent scores and comments.
通过书面评审的成果在论坛现场进行答辩，评审专家组与申请人面对面讨论。Achievements that pass written review are defended on site at the forum, with face-to-face discussion between the review expert group and applicants.
评审专家组在答辩结束后进行集体评议，确定最终评审结论。After the defense, the review expert group conducts collective evaluation and determines the final review conclusion.
评审结论在论坛闭幕式上宣布，并在协会官网公示15日。Review conclusions are announced at the forum closing ceremony and posted on the association official website for 15 days.
