HTIEA的评审采用"形式审查—初评—复评—终评"四阶段制度，全程匿名、专家集体评议，确保每一份申请都被认真对待。我们深知评奖的公正性来自制度的严谨，而非任何个人的善意。HTIEA review adopts a four-stage system of formal review, preliminary review, re-review, and final review. The entire process is anonymous and based on collective expert evaluation, ensuring that every application is treated seriously. We deeply understand that fairness in awards comes from institutional rigor, not from the goodwill of any individual.
评审专家与申请人无利害关系，回避制度严格执行。Review experts have no conflicts of interest with applicants, and the recusal system is strictly enforced.
申请材料隐去身份信息后送达评审专家。Application materials are delivered to review experts after identity information is removed.
每份申请至少由3位专家独立打分，争议项目集体讨论。Each application is independently scored by at least 3 experts, and disputed projects are discussed collectively.
评审全过程留档可查，结果公示15日。The full review process is archived for reference, and results are publicly posted for 15 days.
运营中心对申报材料进行形式审查，核对申报资格、材料完整性、证明文件有效性。形式审查结果通过邮件通知申请人。The Operations Center conducts formal review of application materials, checking application qualifications, material completeness, and validity of supporting documents. Formal review results are notified to applicants by email.
学术评审委员会组建评审专家组，对通过形式审查的申请进行匿名打分。每份申请至少由3位专家独立评分，按总分排名筛选进入复评。The Academic Review Committee forms expert review groups to anonymously score applications that pass formal review. Each application is independently scored by at least 3 experts, and applicants are shortlisted for re-review according to total score ranking.
进入复评的申请由复评专家组进行深度评议，必要时邀请申请人提交补充材料或进行远程答辩。复评结果产生入围名单。Applications entering re-review undergo in-depth evaluation by the re-review expert group. Applicants may be invited to submit supplementary materials or participate in remote defense when necessary. Re-review results generate the finalist list.
执行委员会对入围名单进行终审，确认最终获奖者。终审结果公示15日，无异议后正式公布。The Executive Committee conducts final review of the finalist list and confirms the final awardees. Final results are publicly posted for 15 days and formally announced if no objection is raised.

以下情况评审专家必须回避：与申请人为亲属关系；与申请人为同一机构同事（5年内）；与申请人有合作论文或合作项目（3年内）；与申请人存在直接竞争关系；其他可能影响公正评审的情形。Review experts must recuse themselves in the following situations: they are related to the applicant; they have been colleagues in the same institution within 5 years; they have co-authored papers or cooperated on projects with the applicant within 3 years; they have a direct competitive relationship with the applicant; or other circumstances may affect fair review.
公示期内，任何单位或个人对获奖结果有异议，可向运营中心提出书面申诉。运营中心将在10个工作日内组织复核，并将复核结果书面回复申诉人。During the public posting period, any organization or individual with objections to the award results may submit a written appeal to the Operations Center. The Operations Center will organize a review within 10 working days and provide the review result to the appellant in writing.
获奖者如被发现存在学术不端、数据造假或其他违规行为，协会有权撤销其奖项并追回证书。撤销决定由执行委员会审议通过，并在协会官网公示。If an awardee is found to have engaged in academic misconduct, data falsification, or other violations, the association has the right to revoke the award and recover the certificate. The revocation decision is reviewed and approved by the Executive Committee and posted on the association official website.
