瀚思科技创新卓越奖（HTIEA）以技术创新的真实性、专业性和实际影响为核心评价基础，评审工作由运营中心、学术评审委员会、年度奖项评审小组和执行委员会按职责分工推进。评审过程坚持证据导向、专家独立判断和集体复核；在不影响成果真实性核验的前提下，对可脱敏的信息进行脱敏处理，确保申请材料得到审慎、规范和可追溯的评估。The Hansi Technology Innovation Excellence Award (HTIEA) evaluates applications based on the authenticity, professional merit and practical impact of technological innovation. The review is carried out by the Operations Center, the Academic Review Committee, the annual awards review panel and the Executive Committee according to their respective responsibilities. The process is evidence-based, relies on independent expert judgment and includes collective verification. Where it does not affect the verification of the achievement, information that can be desensitized is processed accordingly, ensuring that every application is reviewed in a prudent, standardized and traceable manner.
评审原则用于约束专家选择、材料核验、评分记录、结果确认和异议处理，年度通知中的具体安排与本页规则共同适用。These principles guide expert selection, material verification, scoring records, result confirmation and objection handling. Specific arrangements in the annual notice apply together with the rules on this page.
评审专家须遵守利益回避要求，不参与与本人存在利害关系的申请评审。Review experts must comply with conflict-of-interest recusal rules and may not review applications involving their own interests.
根据申请成果所属技术方向、应用领域和证据材料，匹配相应专业背景的专家参与评审。Experts are assigned according to the technical field, application scenario and evidence materials of each submitted achievement.
评审重点依据可核验材料，包括技术说明、成果证明、应用记录、第三方评价和公开资料。The review focuses on verifiable materials, including technical descriptions, achievement evidence, application records, third-party assessments and public information.
形式审查、专家评分、复核意见、终评确认和申诉处理均形成记录并按制度归档。Formal checks, expert scoring, verification opinions, final confirmation and appeal handling are recorded and archived under the applicable rules.
评审职责依托协会现有组织架构开展，年度奖项评审小组为当年评审工作需要设立的临时工作机制，不作为新的常设组织。Review responsibilities are carried out within the association's existing organisational structure. The annual awards review panel is a temporary working mechanism for the year's review and is not a new standing body.
负责接收申请材料、组织形式审查、发送通知、汇总问题、维护评审记录和办理归档。Receives application materials, organises formal checks, sends notices, consolidates issues, maintains review records and handles filing.
负责评审标准执行、专家匹配、评分口径确认、复核组织和专业争议研判。Oversees criteria implementation, expert matching, scoring calibration, verification organisation and professional dispute assessment.
由相关专家按年度评审任务临时组成，执行独立评分、评议记录和入围建议等具体工作。Formed temporarily from relevant experts for the year's review work, carrying out independent scoring, review records and shortlist recommendations.
负责对入围名单、异议复核结果和最终获奖名单进行确认，必要时作出空缺或撤销决定。Confirms the shortlist, appeal review results and final awardee list, and may decide to leave awards vacant or revoke awards when necessary.
HTIEA采用百分制综合评分。不同奖项类别可根据年度通知和申报情况调整评审侧重，但不得改变以技术创新价值为核心的评价原则。HTIEA uses a 100-point comprehensive scoring system. Different award categories may adjust their emphasis according to the annual notice and the application pool, but the core principle of evaluating technological innovation value remains unchanged.

评审专家应独立给出评分和简要意见。对于分歧明显、材料真实性存疑或专业判断存在争议的申请，学术评审委员会可组织复核。协会保留奖项空缺的权利，不因申报数量而降低评审标准。Review experts are expected to provide independent scores and concise comments. Where there is a significant divergence of scores, doubt over material authenticity or a professional dispute, the Academic Review Committee may organise verification. The association reserves the right to leave an award vacant and will not lower review standards because of the number of applications.
各类别共享五维评审标准，但在同等条件下会根据奖项定位突出不同重点。All categories share the five-dimensional criteria, while placing different emphasis according to the purpose of each award.
重点关注底层技术、关键算法、核心器件、系统架构或工程方法的实质性突破。Focuses on substantive breakthroughs in foundational technology, key algorithms, core devices, system architecture or engineering methods.
重点关注技术在真实场景中的部署、效率提升、流程优化、可靠性和可复制性。Focuses on deployment in real scenarios, efficiency improvement, process optimisation, reliability and reproducibility.
重点关注青年申请人的独立贡献、成长潜力、研究持续性和未来发展空间。Focuses on the young applicant's independent contribution, growth potential, continuity of research and future development space.
重点关注跨学科、跨产业、跨场景协作形成的新方法、新系统或新应用路径。Focuses on new methods, systems or application pathways created through cross-disciplinary, cross-industry or cross-scenario collaboration.

年度评审通常自5月开放申请，12月完成结果公布与颁奖；具体时间以当年度通知为准。The annual review usually opens for application in May and completes result announcement and award presentation in December. The specific schedule is subject to the annual notice.
申请人按年度通知提交申请表、成果说明、证明材料和必要附件。运营中心对材料接收状态进行登记。Applicants submit the application form, achievement description, supporting materials and required attachments according to the annual notice. The Operations Center records receipt of materials.
运营中心核对申请资格、材料完整性、证明文件有效性和格式要求，并将需补正事项通知申请人。The Operations Center checks eligibility, completeness, validity of supporting documents and format requirements, and notifies applicants of items requiring correction.
学术评审委员会依据专业方向匹配评审专家。每份进入正式评审的申请原则上由不少于3位专家独立评分并提交意见。The Academic Review Committee assigns experts by professional field. In principle, each application entering formal review is independently scored and commented on by at least three experts.
对评分分歧、材料疑点和重点候选申请进行复核，必要时要求补充材料或组织远程说明，形成入围建议名单。Applications with divergent scores, material uncertainties or strong candidacy are verified. Supplementary materials or remote explanations may be requested, and a recommended shortlist is formed.
执行委员会对入围名单和复核意见进行确认。拟获奖名单按制度公示15日，并接受实名书面异议。The Executive Committee confirms the shortlist and verification opinions. The proposed awardee list is publicly posted for 15 days and accepts written objections submitted under real name.
公示无异议或异议处理完成后，协会正式公布获奖名单，完成证书信息归档，并组织年度颁奖安排。After the public notice period ends without objection or after objections are resolved, the association announces the final awardee list, files certificate information and organises the annual award presentation.
评审专家与申请人存在亲属关系、近5年同一机构任职关系、近3年合作论文或合作项目、直接竞争关系，或其他可能影响公正判断的情形时，应主动申报并回避。运营中心和学术评审委员会可根据材料核验情况要求专家回避。A review expert must disclose and recuse themselves if they have a family relationship with the applicant, have worked in the same institution within the past five years, have co-authored papers or cooperated on projects within the past three years, have a direct competitive relationship, or have any other circumstance that may affect impartial judgment. The Operations Center and the Academic Review Committee may also require recusal based on material verification.
对不影响成果真实性核验的信息，评审前进行必要脱敏处理。对于无法脱敏的公开成果、专利、产品或论文信息，评审专家仍须依据回避制度和独立评分要求作出判断，不得以个人关系、商业关系或非专业因素影响评审结论。Information that does not affect verification of the achievement is desensitized where necessary before review. For public achievements, patents, products or papers that cannot be desensitized, experts must still follow recusal and independent scoring requirements, and may not allow personal relationships, business relationships or non-professional factors to influence their conclusions.
公示期内，单位或个人如对拟获奖结果有异议，应提交实名书面材料并说明事实依据。运营中心受理后，学术评审委员会可组织复核；复核意见提交执行委员会确认，并以书面形式反馈处理结果。During the public notice period, any organisation or individual objecting to the proposed results should submit written materials under real name with factual grounds. After acceptance by the Operations Center, the Academic Review Committee may organise verification. The verification opinion is submitted to the Executive Committee for confirmation, and the outcome is provided in writing.
年度评审通知、申请材料接收记录、形式审查记录、专家评分表、复核意见、公示记录、异议处理记录和最终确认文件按协会档案制度保存，原则上保存不少于5年。Annual review notices, material receipt records, formal check records, expert scoring sheets, verification opinions, public notice records, objection handling records and final confirmation documents are retained under the association's archive rules, in principle for no less than five years.
获奖者如被发现存在学术不端、数据造假、材料虚假、重大遗漏或其他严重违规行为，协会有权撤销其奖项并追回证书。撤销决定由执行委员会审议确认，并在协会官网公示。If an awardee is found to have committed academic misconduct, data falsification, false submission, material omission or other serious violation, the association may revoke the award and recover the certificate. The revocation decision is reviewed and confirmed by the Executive Committee and posted on the association website.
